Methodological support of the Federal Natural Management Supervision Service (Rosprirodnadzor) activities in the field of the state control of waste (except radioactive waste), including stockpiling, transfer and destruction of chemical weapons
According to the Decree of the Russian Government dated 30.07.2004 ¹ 400 "About the Federal Service for Supervision of Nature" Rosprirodnadzor controls and supervises waste production and consumption.
According to the Decree of the Russian Government dates 10.03.2009 ¹ 219 the legislation observance is under Rosprirodnadzor’s supervision. Rosprirodnadzor controls this observance during:
stockpiling, transfer and destruction of chemical weapons;
destruction and conversion of production, development and destruction facilities of chemical weapons;
liquidation of effects caused by chemical weapons stockpiling and destruction facilities activities.
FCGS “Ecology” analyzed legal normative and methodological basis for the implementation of the state control in the field of waste (except for radioactive waste). The same analysis was conducted for the state control and supervision of compliance with the legislation in the field of environmental protection.
FCGS “Ecology” has developed the control activity program on chemical weapons stockpiling and destruction facilities.
FCGS “Ecology” develops:
scientifically grounded proposals for Rosprirodnadzor’s activities in the field of the waste state control (except for radioactive waste);
proposals for Rosprirodnadzor’s activities in the field of the state control of compliance with environmental protection legislation during stockpiling, destruction and transfer of chemical weapons;
normative and methodological documents, required for the environmental supervision during stockpiling, destruction and transfer of chemical weapons, production and destruction facilities;
system of collection, processing and presentation of the industrial environmental control data in the areas under influence of stockpiling, transfer and destruction facilities. Environmental control is carried out for the environmental safety of chemical weapons stockpiling, transfer and destruction.
