Classifier of activities and environmental protection expenditures development (final) with an explanatory note
According to the state contract signed with MNR of Russia, FCGS “Ecology” has developed the Classifier of activities and environmental protection expenditures development (CAEPE).
CAEEP is based on the federal program “Development of state statistics of Russia in 2007-2011”. The program was adopted by the Government of the Russian Federation (Decree ¹595 of October 2, 2006).
The main reference point while developing the Classifier is to reach the compliance with the international statistical standards of environmental protection.
More than 30 international recommendations and standards, developed by leading international organizations in the field of ecological statistics (UN, Eurostat, OECD etc.), have been analyzed.
Classifier of activities and environmental protection expenditures development is built according to international methodological principles of classification of environmental activities and the integration of environmental costs. These principles are described in basic documents of international organizations in the field of environmental social statistics:
UN Guidelines on Integrated Environmental-Economic Accounting (SEEA, 2003);
Classifier of activities and environmental protection expenditures development (CEPA 2000), developed by Eurostat, the UN European Economic Commission and the OECD;
Methodology for cost accounting to reduce the environmental pollution and control in OECD countries (2007).
There is a hierarchical method of classifying objects in classifier. This method implies that the initial number of objects is consequently divided into subsets (classification group), those in turn - into subsets, etc. The number of objects is divided into classes, groups, types, etc. on the basic features that characterize these objects on the principle "from general to specific." Each group according to selected feature is divided into several other sections, each of them according to another feature is divided into several more subordinate groups, etc.
Diagnostic indications in the classifier:
- Sections are divided in “activities”;
- Classes are divided in “the components of the environment”;
- Subclasses are divided in “kind of activities”.
Classifier consists of two blocks: the identification and naming. Each object is assigned to the classification code in the identification block. It is given the full name of the classified object in the block of naming.
Classifier of activities and environmental protection expenditures development consists of four sections with the Latin letter designations:
Activities on environmental protection from negative anthropogenic impacts
Nature resource management and exploitation activities;
Environmentally beneficial activities;
Minimization of nature hazards.
Environmental protection activities;
Natural resource management and exploration activities;
Environmentally beneficial activities;
Minimization of nature hazards.
Classifier provides with the opportunity of building new systems of statistical accounting of the environment.
This will enable to:Use the statistical information on environmental protection while predicting the social and economic development of Russia
Support the informational basis of state control, including some economical methods of control
Manage the monitoring and estimation of efficiency of state ecological policy
Optimize the expenditures on environmental protection and manage the development of new forms of tax accounting while reaching the compliance with international standards.
Ensure the fulfillment of Russia’s international informational commitments on ecology by reaching maximal compliance of statistical data when answering the questionnaires of international organizations.
